Chairman of the Board of Supervisors
It's hard to believe that summer has come and gone.
In this issue is a ton of information including your
Township taxes; bidding contracts and services; storm water and road
improvement projects; housing demolitions; property maintenance; and
updates to the Township's website and television station.
Also, you'll see an article commending several of our
Public Works' employees for providing emergency assistance to Township
residents involved in accidents. These gentleman were presented
with Certificates of Accomplishments recognizing their efforts.
Furthermore, mark your calendar for Friday, October
15th, 2010 at 6:00p.m. to attend Hempfield High School's Homecoming
Parade.
In another matter, watch your mail sometime in
September for delivery of Hempfield's new Township Map. It's full
of all of the new street names and new developments.
Something new in this issue is a page entitled "Dates to
Remember", which you may want to cut out and keep by your calendar. The
events listed are explained in more detail in other various articles.
Fall events to name just a few our Trick or Treat Night on October 31; Fire
Prevention Day on October 5th; and Fall Leaf Pickup dates.
This fall issue of Headlining Hempfield is a sign that summer
is just about over. I hope everyone enjoyed a great summer.
Don't forget to vote on November 2nd, 2010. For your
convenience, included in this newsletter is a list of all of the polling
locations.

Update from Township Manager
“Economic
uncertainty continues to hang over the entire country. No business, individual,
or government entity is immune from these current conditions. I strongly believe
that, at least for government, it mandates that those with decision-making
authority evaluate what their priorities should be. These conditions require
local governments throughout the country, who have often overspent and
overcommitted taxpayer dollars, to finally recognize that things must change.
The International City Manager’s Association estimates that 500,000 local
government employees will be laid off in 2011 and upwards of 50% of communities,
nationally, will be raising taxes.
Hempfield Township has not had a tax increase in twenty (20) years
and is not anticipating a need for a tax increase or layoffs in 2011.
While local newspapers are most interested in finding
ways to present information as if a scandal is always occurring, I would
like to discuss with all of you, the things only interesting enough to
make our newsletter. I will also provide some, “did you know” details
that will never appear anywhere but here. During my time here as
Manager, we have made a concerted effort in reallocating funds towards
projects and initiatives within the Township. While many of you have
questioned me about spending, there are details that I would like to
provide as context. First, we obviously do have many projects underway
and certainly have had to spend some money to get them off the ground.
We have made adjustments to help offset these costs. We have
competitively bid a significant number of contracts or services out over
the last eighteen (18) months. This includes insurance, auditing, office
products, phone services, wireless phone services, auctions (for
property being sold by the Township), web services, cleaning, and
others. While each of these items appear small, they cumulatively total
to over $100,000 in savings to taxpayers in this and future years. We
also now have a township staff over 10% smaller than we had ten (10)
years ago.
