Uniform Construction Code (UCC)
In 2004 the State of Pennsylvania adopted a set of standards that regulates new construction and renovations to residential and commercial buildings in the State of Pennsylvania. These standards are collectively known as The Uniform Construction Code (U.C.C.).
Although Hempfield Township has been issuing building permits since 1968, any building permits applied for after July 2004 were required to adhere to the new codes. At that time residents that applied for permits at the Township for residential work were required to use state certified inspectors to assure code compliance, while businesses were using the Department of Labor and Industry in Harrisburg for inspections. Since “opting-in” to the U.C.C. in October, all permit fees will be retained locally, not sent to Harrisburg, and plan reviews and enforcement will also be handled locally through Hempfield Township.

This site provides information regarding Pennsylvania’s statewide building code called the Uniform Construction Code (UCC). Hempfield Township enforcement of the building codes (UCC) began in October 2009.
The Hempfield Township Code Enforcement Department is responsible for the issuance of building/zoning permits for any type of construction such as:
- New Single-Family House
- New Commercial Building
- Alteration/Renovation to:
- House or Commercial Building,
- Swimming Pool, Fence, Deck, or Porch,
- Roof over Porch or Deck,
- Garage, Shed, Storage Building,
- Gazebo, Pavilion, or Car Port

Building Permits – Residential Inspections: contractor/resident is responsible for contacting the township office to schedule the proper inspection. (A missed inspection could cost you time and money.) Please Note: 24 hour notice is required prior to scheduling of any inspection.
Footer inspection made after caissons have been drilled or trenches cut and/or forms erected and required reinforcing steel is in place, if applicable; AND PRIOR TO PERMIT HOLDER SCHEDULING CONCRETE FOR THE SITE.
Foundation inspection shall be made after the foundation is completed, French-drain is installed, and damp-proofing is applied, and treated top plate is anchor bolted or strapped in place.
Electrical inspection must be performed by an electrical inspector. The property owner must use the Township’s third party inspector, Code Enforcement Associates. (Note: A copy of the electrical inspection report will be needed for final inspection, including new swimming pools.)
Structural Framing, Plumbing, Mechanical, and Rough Inspections
Structural framing, plumbing, mechanical, and rough inspection(s) shall be completed when all structural framing is completed and prior to insulation and covering of wall, and the electrical system has been inspected as specified as above.
Final inspection shall be made after the building is completed, final electric inspection verified, and structure is made ready for occupancy.
