SAFER Master Request for Proposals

The Westco Safer Firefighter Grant Program, Hempfield Township, Westmoreland County, will be accepting letters of interest from vendors interested in providing proposals/quotations for the following services included in the Westco Safer Grant Program:

Life Insurance – A $5,000 life insurance benefit for members that currently hold or who earn the firefighter II certification during the four year grant period. Single premium $5,000 life insurance will be 100% paid-up and guaranteed to age 100. Payment will be paid by the 60 member departments that will receive reimbursement from the SAFER grant program. Policy must be guaranteed Issue – Limited or no medical underwriting required. Insurance providers shall be required to show how the policy meets these requirements. Marketing – Marketing services to include strategy, analysis, and management of a volunteer fire service recruitment and retention program. Component 1: This service will include the planning, managing , and purchasing of various media segments for the advancement of a fire recruitment and retention program. Component 2: This service will be responsible for the on the ground staffed deployment of the marketing campaign for the recruitment segment. Marketing plan should include the search for and staffing of events such as career fairs, community events, and college outreach that would target the recruitment of volunteer firefighters. Component 3: Training and materials provided to each of the sixty participating departments in the process of recruitment and retention of volunteer firefighters. Firefighting Turn Out Gear – The grant program will allow for the purchase of up to 300 sets of NFPA compliant firefighting turn out gear. This will require meeting the specifications of up to sixty participating fire departments and their specialized specifications. The total number of each spec will vary by level of participation by each member department. Invoicing will be provided to each member department by vendor. Firefighter Training – Vendor will provide all of the following accredited training courses at facilities located in Westmoreland County. These courses include, but are not limited to the following: Essentials of Firefighting, Basic Vehicle Rescue Awareness, Basic Vehicle Rescue Operations, Firefighter I IFSAC or ProBoard Professional Certification, and Firefighter II ISFAC or ProBoard Professional Certification. Firefighter Physicals – The grant program provides for reimbursement to participating fire departments for NFPA 1582 Compliant Physicals. Vendor will be able to provide a complete NFPA 1582 physical for new volunteer firefighters. Vendor should be located in a proximity to Westmoreland County that will allow for new volunteers to complete the physical in a timely manner. The intent of this notice is to identify vendors interested in providing requests for proposals for the above listed services for the four year grant program. The Westco Safer Grant Program is based on variable and flexible projects that are contingent on the number of new volunteer firefighters recruited. Hempfield Township has the right to award or reject all proposals for listed services if deemed unnecessary or for any reason. All qualified submissions will be considered without regard to race, color, religion, national origin, ancestry, sex, non-job related disabilities or age. Minority and women-owned and operated businesses are encouraged to apply.
